Saudi Giga-Projects Funding Model Shift

The Public Investment Fund's funding model for the giga-projects is shifting from pure-equity sponsorship toward partial project-finance structures, with the first syndicated tranches now being marketed.

The shift matters for two reasons. First, it imports external underwriting discipline into projects that have, until now, been underwritten on strategic rather than financial grounds. Second, it begins to create a secondary market for exposure to the integrated-destination thesis at a scale no private-market vehicle could approximate.

Watch the pricing on the first widely-syndicated tranche. It will set the cost of capital for every Gulf integrated-destination project for the next five years — and will shape how the next generation of operators is selected, contracted and incentivised.
