Bangkok IR Licensing Timeline

The Thai cabinet has now formally moved the integrated-resort licensing legislation to the parliamentary stage, compressing a timeline that has been drifting for two years.

The consortium positioning is largely set. The Las Vegas Sands template is the explicit reference for the Thai framework, and the consortia capable of meeting that template are a short list. What remains uncertain is the number of licenses, the geographic distribution, and the size of the non-gaming investment floor.

Whichever consortium wins the first Bangkok license will set the regional cost of capital for a decade. The second-order effect on Singapore, Macau and the next Japanese cycle is larger than the headline regional GGR estimates currently capture.
